Moncini put the hosts in front from the spot midway through the first half after a rather generous penalty was awarded against Inter's Romanian keeper Radu.
However, just three minutes later the Nerazzurri were handed a chance from 12 yards themselves when Gyamfi was brought down by Mordini. Puscas' effort was saved by Iglio but Steffé was quickest to the rebound and steered home the equaliser.
There were no goals in the second period so it ended honours even. Inter U19s remain top despite dropping two points and now switch their attentions to Wednesday's Coppa Italia tie at Fiorentina.
